Biography: Jamal Jalal Mustafa is a lecturer and legal scholar at the Department of Law, Soran University, Iraq, where he also serves as the Director of Legal Affairs. He holds a Master’s degree in Criminal Law from Gazi University in Ankara, Turkey (2018–2020), and is currently pursuing a PhD in Public Law with a specialization in the philosophy of criminal law at Soran University. As part of his doctoral studies, Jamal completed a course at Sciences Po Grenoble (Université Grenoble Alpes) in France, further strengthening his academic foundation and broadening his international legal perspective. Jamal has extensive teaching experience in the field of criminal law and procedure. His academic instruction includes courses on the General and Special Parts of Criminal Law, the Law of Criminal Procedure, Investigation Procedures and Forensic Medicine, and the Philosophy of Criminal Law. In 2025, he expanded his teaching to include Human Rights, aligning with his current research and advocacy work in this area. In addition to his academic and administrative responsibilities, Jamal is actively engaged in human rights advocacy. As a human rights activist, he works to promote legal protections and raise awareness on issues affecting vulnerable communities, particularly in the context of justice and legal reform. He has published several scholarly works addressing contemporary legal challenges, including criminal liability for crimes committed by artificial intelligence devices and comparative analyses of criminal intent and mental elements in Iraqi and Turkish law. Notably, Jamal has authored academic publications in three languages—Arabic, English, and Turkish—demonstrating both his linguistic proficiency and his commitment to accessible legal scholarship across different legal and cultural contexts. His work reflects a forward-thinking, philosophical approach to evolving criminal law issues. Jamal also completed an advanced training course on international criminal jurisdiction and children in armed conflict with distinction. This program was organized by the University Network for Children in Armed Conflict in collaboration with the University degli Studi Niccolo Cusano-Rome in Italy A multilingual academic, Jamal speaks Kurdish (native), Arabic and Turkish (fluent), English (very good), and French (basic). His professional experience includes work as a lawyer with the Kurdistan Bar Association and as a freelance translator. He is the recipient of multiple academic awards, including Türkiye Scholarships for Turkish language studies and for his master’s degree. He also holds a certificate in Pedagogical Training for Teacher Professional Development (2022). Through his combined roles as educator, researcher, legal practitioner, and activist, Jamal continues to make significant contributions to the fields of criminal law and human rights in the Kurdistan Region and internationally.
